This year’s pageant will be held on Friday, 4th September
The following is an excerpt from the Rules and Regulations of the Miss Samoa Pageant:
Section II: Rules of Eligibility
The winner of the Miss Samoa title must be a young lady of good character and personality, who possesses poise and beauty. She should be capable in every aspect of representing Samoa.
Rules of Eligibility:
• She must be Samoan or of Samoan descent;
• She must be able to converse in both Samoan & English;
• She must be between the ages of 18 and 26 years of age as of 1st September in the year of entry. (If under the age of 21, must submit the application form with parents / guardians signature);
• She must be unmarried and has not had a child;
• She must be of good character and possess beauty of face and figure, poise and personality;
• Has not committed any offence or act that may be inconsistent with accepted standards of good public behaviour;
• She must be willing to cooperate with directions given by the Chairperson and Organisers of the Miss Samoa Pageant during the Samoa Festival and any other related events and be available for public relations (PR) work as required;
• She must submit an application form no later than one month before the Pageant.
The Chairperson of the Organising Committee reserves the right to disqualify any contestants entering the Pageant who do not meet the above requirements.
Section III: Categories of the Contest
Sarong
• A colourful lavalava in place of a swimsuit
• Must be a one piece material, 2 yards maximum, tied in a creative way
• No shoes allowed
Talent
• Is "open" to the contestant, utilizing whatever innovative talents, skills, creativity or expression, in her field of competence
• Must be 3 minutes maximum is the time allowed
• Points will be deducted if talent exceeds 3 minutes
• Each contestant must provide own music or props to be used for talent
Puletasi
• Two piece attire, proper wrap around lavalava with ties and not long skirt with slits on side or back
• Formal evening wear
• No shoes allowed
Traditional Wear
• Must be created from traditional materials only eg. Ietoga, tapa, seashells, lopa, coconut shells, afa etc.
• Creativity and design emphasised
• No shoes allowed
Interview
• Conducted in both English and Samoan
Special Prizes are awarded for the best in each at the above categories
• Each contestant must provide information cards containing descriptions of each category
• Descriptions should be presented to the Committee one (1) week before the Pageant night
• Pageant Organisers will not be responsible for any mistakes on the description cards
NOTE: The Organising Committee may add or omit a category provided it suits the Theme and Programme of the Pageant
Section VII: Obligations of Contestants
Each contestant shall enter into an agreement with the Miss Samoa Pageant Organising Committee, agreeing to abide by the Rules herein.
• Contestants must attend all rehearsals and activities before and during the week of the Pageant;
• Contestants are required to be fully equipped with suitable wardrobe to be used during the period of the contest;
• Contestant must wear the Sponsor's sash at all public and official functions during the period of the contest;
• Contestants are required to perform a talent not exceeding three minutes, on the Pageant night;
• Contestants must be barefoot on stage at all times;
• Contestants shall not accept personal engagements during the contest period;
• Contestants must be available for public appearances including television, radio, film or newspaper interviews for purposes of publicity or promotional activities as approved by the Organising Committee;
• The winner of the contest is obliged to follow the "winners obligation" and enter into a contract with the Samoa Tourism Authority, abiding by the Rules outlined in the Document call "Contract between Miss Samoa & the Samoa Tourism Authority";
• Contestant is expected to comply with all of the above obligations.
Section VIII: Obligations of Contestant Sponsors
Each sponsor shall enter into an agreement with their sponsored contestant agreeing to abide by the Rules herein:
• Sponsor representative should attend all rehearsals and activities during the week of the Pageant;
• Sponsor must ensure that contestant has suitable wardrobe to be used during the week of the contest;
• Sponsor must prepare a sponsor sash for contestant to wear at all public & official appearances during the week of the contest;
• Sponsor must have full understanding of the categories of the contest and assist with preparations for the Pageant night;
• Sponsor of the winning contestant may become a member of the Miss South Pacific Pageant organising committee;
• Sponsor of the winning contestant must be aware that the winner automatically becomes a party to a Contract agreement with the STA and shall be responsible to the Bureau during her one year reign;
• Sponsor is entitled to receive complimentary tickets for the Pageant night;
• Sponsor is entitled to attend the Sunday luncheon following the Pageant night for prize presentation;
• Sponsor is responsible for drawing an agreement between themselves and the contestant on obligations, to each other prior, during and after the pageant.
Section IX: Winner's Obligations
• Miss Samoa shall be responsible to the Samoa Tourism Authority during her one-year reign. (refer Terms of Reference (below as Schedule 2));
• Miss Samoa is expected to conduct herself with decorum during her reign and shall not act offensively;
• Should the Miss Samoa be found acting offensively or contrary to number 2 above, the Committee (after consultation and examination of the issue by all parties) may have the discretion to withdraw the title and declare the 1st Runner up as the Miss Samoa;
• The Miss Samoa must attend all official functions as and when required by the Samoa Tourism Authority. Should there be any invitation received directly in her capacity as Miss Samoa, she should seek approval by the General Manager of the Samoa Tourism Authority;
• The Miss Samoa title-holder is expected to wear her crown and sash at all official functions during her reign or as required. Whenever traveling she is expected at all times to wear suitable attire to suit events both day and evenings;
• On official overseas trips, the Miss Samoa should be received as the guest of that country and be treated accordingly. For this purpose the Samoa Tourism Authority will be responsible for all arrangements of her visit and should be made well in advance in order that the receiving country may prepare for certain appearances;
• The winner of the Miss Samoa Pageant shall enter into a one-year contract with the Samoa Tourism Authority where she will be required to carry out Public Relations and official duties as well as play a very active role in the Bureau's Marketing & Promotional work as well as Training & Awareness Programme with schools and community at large;
• All traditional items purchased and supplied by the Samoa Tourism Authority must be returned to the Samoa Tourism Authority for display purposes.
Schedule 2 – Contract of Obligation Between the Miss Samoa Title Holder and the Samoa Tourism Authority
• The holder of the title Miss Samoa is expected to comply with the rules as stated in Section IX of the 'Rules & Regulations of the Miss Samoa Pageant contest under the heading "Winners Obligation".
• The winner is obliged to undertake employment with the Samoa Tourism Authority as specified in TOR during the time of her reign. The Miss Samoa is also expected to carry out all Public Relations duties as deemed necessary by the Samoa Tourism Authority and/or requested by Government officials.
• Any prizes awarded to the Miss Samoa on the night of the Miss South Pacific Pageant, shall be distributed 50% each by the said Miss Samoa and the General Manager of the Samoa Tourism Authority.
• These prizes and awards should be distributed fairly between the two parties named above, in order to cover all or part of the expenses incurred in preparation for the Miss South Pacific Pageant contest.
